Eggnog Cheesecake Cupcakes

Ingredients
Crust
·         16 Biscoff cookies finely crushed (1 cup)
·         2 Tbsp salted butter, melted
Cheesecake
·         2 (8 oz pkgs) cream cheese, softened
·         1/2 cup granulated sugar
·         1 1/2 Tbsp all-purpose flour
·         1/4 tsp ground nutmeg, plus more for garnish if desired
·         2 large eggs
·         3/4 tsp rum extract
·         1/2 tsp vanilla extract
·         1/2 cup eggnog
Topping
·         1 1/4 cups heavy cream
·         2 1/2 Tbsp granulated sugar
